The federal and provincial debt in the document signed by the kid in the ad, WELCOME TO CANADA, KID, represents the accumulated deficits of Ottawa and Quebec added to the net debts of the other 9 provinces, which are sourced from the latest fall Federal Fiscal Reference Tables. The combined deficit of the 11 governments and the combined interest service on their higher interest-bearing debt for each April 1 – March 31 fiscal year are changed in the document according to the estimates in the governments' annual budgets and their latest updates. The debt of the federal and provincial governments grows each fiscal year by their combined budget deficit and any additional increase included in the next FFRT due to off-balance sheet expenditures and liabilities. For the sake of simplicity required by graphics to have an emotional impact, the above distinctions are not spelled out in the document, yet are reflected in its figures. Canada's Debt Legacy Clock is a real time snapshot of those figures with the same graphic image, to which most Canadians can best relate. While every effort will be made to accurately adjust the figures, any omission or miscalculation will be minor compared to the size and upward thrust of the numbers.
